1.1 PROJECT OVERVIEW
The Community Health Emergency Preparedness (CHEP) Project is an 18-month initiative funded by the Gates Foundation and implemented by the Christian Health Association of Nigeria (CHAN) through IMA World Health. The project aims to strengthen community-level preparedness for disease outbreaks in Nigeria through a One Health approach that integrates human, animal, and environmental health systems.
1.2 PROJECT OBJECTIVES
The CHEP Project focuses on:
- Enabling early detection, rapid response, and resilient recovery from public health emergencies
- Conflict-sensitive community engagement in high-risk Local Government Areas (LGAs)
- Strengthening trust and coordination between farmers, herders, health workers, and local authorities
- Improving surveillance, risk communication, WASH interventions, and multisectoral preparedness planning
- Generating practical evidence and learning to inform scalable, low-cost community health emergency preparedness models
1.3 GEOGRAPHIC SCOPE
The project implementation is situated in Plateau State, specifically in Kanam and Wase Local Government Areas, potential for scale-up to other regions will be based on learning outcomes and donor approved work plan.
1.4 POSITION SUMMARY
The Program Officer role is a core full-time implementation lead for the CHEP project, responsible for translating approved plans, technical guidance, and community engagement strategies into high-quality field delivery. The role provides continuity, daily coordination, and institutional memory for CHEP, working closely with CHAN field structures, community actors, and local government authorities.
1.5 KEY DUTIES AND RESPONSIBILITIES
Program Implementation & Field Coordination
- Lead day-to-day implementation of CHEP activities in Kanam and Wase LGAs in line with approved workplans, budgets, and timelines.
- Coordinate and support community-level activities, including health workshops, RCCE sessions, ARC-D Health assessments, WASH-related engagements, and simulation exercises.
- Ensure consistent application of conflict-sensitive and inclusive approaches in farmer–herder communities.
Community & Stakeholder Engagement
- Maintain close working relationships with community leaders, faith-based institutions, CHEWs, veterinarians, women’s groups, youth leaders, and traditional authorities.
- Support establishment and functioning of community and LGA-level One Health committees.
- Serve as the primary field liaison between CHAN, LGAs, and community structures.
Coordination with Technical Consultants
- Work under the guidance of the Technical Coordinator and Technical Advisor, implementing technical recommendations and approved methodologies.
- Support consultants during field visits, trainings, assessments, and learning activities.
- Ensure technical guidance is adapted appropriately to local context and operational realities.
Monitoring, Documentation & Reporting
- Support routine data collection and activity monitoring in collaboration with the MEL Officer (Consultant).
- Maintain accurate activity records, attendance lists, photo documentation, and field reports.
- Contribute to monthly and quarterly technical and narrative reports, highlighting progress, challenges, and lessons learned.
Logistics, Compliance & Risk Management
- Coordinate logistics for trainings, community meetings, and field movements in line with CHAN and donor policies.
- Ensure safeguarding, accountability, and ethical standards are upheld at community level.
- Identify implementation risks (security, conflict, weather, community resistance) and promptly escalate concerns.
1.6 KEY DELIVERABLES
- Timely implementation of CHEP activities in target LGAs.
- Functional community and LGA-level One Health coordination structures.
- High-quality documentation of community engagement, preparedness actions, and lessons learned.
- Regular field updates and contributions to donor reporting.
1.7 REQUIRED QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in Public Health, Community Health, Development Studies, Social Sciences, or a related field.
- Experience implementing community-based health or development programs, preferably in rural or fragile settings.
- Demonstrated experience working with community leaders and local government structures.
- Strong facilitation, coordination, and report-writing skills.
- Willingness to travel frequently and work in remote communities.
