UNICEF is partnering with CHAN (as a CSO) to strengthen community engagement for Nigeria’s national Measles-Rubella (MR) vaccination catch-up campaign and intensify HPV vaccination. This initiative will mobilise several teams across wards in 774 LGAs nationwide for MR and target 257 low-performing LGAs in 15 states for HPV. Activities include effective stakeholder mapping, training ward and community mobilizers, school and faith-based edutainment, tailored information materials, community dialogues to dispel rumours, and youth-friendly health service trainings.
At the heart of this initiative is a ward-level stakeholder mapping exercise that leverages participatory social network tools to identify formal and informal influencers, traditional rulers, women’s associations, youth groups, school committees, faith leaders, market heads and health workers. By charting relationships and trust pathways, teams can pinpoint underserved populations, from nomadic families to out-of-school adolescents and align communication channels accordingly.
Equipping mobilizers with the right skills is essential. A standardised Training-of-Trainers curriculum will cover vaccine science, side-effect management, risk communication and rapid rumour response techniques. Role-plays, surveys and knowledge checks will reinforce key messages and ensure every mobilizer can respond confidently in the field.
In schools, interactive health dramas co-created with educators and students will dramatise the life-saving benefits of MR and HPV vaccines. Houses of worship will host culturally resonant jingles, sermon-guide integration and post-service town hall meetings so faith leaders can address congregational questions directly.
For HPV intensification, participatory design workshops with 9-year-old girls will uncover local barriers and co-create motivational messages. Health providers will train in youth-friendly service standards, ensuring privacy, non-judgmental counselling and age-appropriate IEC materials.
A digital dashboard will track daily vaccination tallies, mobilizer performance and rumour incidence rates. Mid-campaign data quality audits in randomly selected wards will validate reporting, while weekly LGA and state review meetings will troubleshoot bottlenecks and replicate high-impact approaches.
