INTRODUCTION

The Christian Health Association of Nigeria (CHAN) is a faith-based organization that coordinates a network of Christian-owned health facilities and institutions across Nigeria. CHAN’s mandate is to strengthen health systems and improve access to quality healthcare for vulnerable populations through partnerships with government, donors and development partners. To support effective governance, compliance and legal risk management across its operations, CHAN and its subsidiary, CHAN Medi-pharm, seek to engage a competent and experienced law firm on annual retainership to provide continuous legal advisory, transactional and litigation support.

 

OBJECTIVES OF THE ENGAGEMENT

The retainership aims to engage a qualified law firm to provide legal services to CHAN and CHAN Medi-pharm, including:

  • Legal representation in civil litigation, administrative proceedings and alternative dispute resolution.
  • Support with statutory and regulatory compliance, filings and governance advisory.
  • Advice on labour, tax, corporate and regulatory matters affecting CHAN and CHAN Medi-pharm.
  • Any additional legal support requested during the retainership period.

 

SCOPE OF WORK

  • Represent CHAN and CHAN Medi-pharm before courts, tribunals, regulatory agencies, etc.
  • Provide timely legal advice and written legal opinions on matters referred.
  • Provide periodic updates on the status of all ongoing litigations.

 

DURATION OF ENGAGEMENT

The retainership shall run for twelve (12) months commencing 1 January 2026 and ending 31 December 2026 subject to satisfactory performance and possible renewal by mutual agreement.

 

ELIGIBILITY CRITERIA 

Prospective firms must submit documentary evidence of the following: 

  • Certificate of Incorporation with the Corporate Affairs Commission (CAC).
  • Current practicing licenses for key partners/lead counsel.
  • Tax Clearance Certificate for the last three (3) years.
  • Demonstrable experience advising NGOs, health or development organizations.
  • Firm profile showing partners and areas of specialization.
  • Confirmation of a physical office/operational presence in Plateau, Nigeria.

 

EVALUATION CRITERIA

  • Understanding of CHAN and CHAN Medi-pharm’s mandate and operational context
  • Relevant experience with NGOs/Health/Development sector
  • Technical capacity and competence of proposed team
  • Cost competitiveness
  • Local presence and ability to mobilize quickly

 

SUBMISSION INSTRUCTIONS

  • Subject line: “RFP – Engagement of Law Firm on Retainership Ref: CHAN/LAW/2025/001.”
  • Submission should also include a Financial Proposal containing:
    • Proposed annual retainership fee (all-inclusive and VAT/taxes).
    • Hourly or daily rates for staff for out-of-scope or ad hoc matters.
  • Submission deadline is 12 December 2025 (two weeks from date of issue).
  • Late submissions will be rejected.
  • CHAN reserves the right to accept or reject any proposal.

SELECTION AND AWARD PROCESS

  • An evaluation committee will assess all compliant proposals and prepare a report ranking bidders.
  • CHAN’s Board will give final approval.
  • The selected firm will be notified in writing and invited to execute a Retainership Agreement effective 1 January 2026.

 

CONFIDENTIALITY

All information submitted in response to this RFP will be treated as confidential and used solely for the purpose of evaluating proposals. The successful firm will be required to keep CHAN information confidential under the terms of the Retainership Agreement.
